Problem with install-info during apt-get update and install

When trying to update Ubuntu 13.04, I get the following:
Setting up install-info (4.13a.dfsg.1-10ubuntu4) ...
/etc/environment: line 3: JAVA: command not found
dpkg: error processing install-info (--configure):
subprocess installed post-installation script returned error exit
status 127
I have verified that Java is installed using the command java -version:
java version "1.7.0_21"
Java(TM) SE Runtime Environment (build 1.7.0_21-b11)
Java HotSpot(TM) 64-Bit Server VM (build 23.21-b01, mixed mode)
Any help would be greatly appreciated!
